Indira Gandhi National Open University (IGNOU) was founded in 1985 by an Act of Parliament with the dual duties of (i) enhancing access and equity to higher teaching by distance mode and (ii) encouraging, coordinating and determining standards in open learning and distance teaching systems. After then, the IGNOU has experienced speedy expansion and issued as an international institution in the area of Open and Distance Learning. As per the planning’s of the IGNOU Act, the University is to. IGNOU offers the courses by Distance Learning Mode.

Distance Education Council (Dec)
IGNOU is meeting its second objective of advancement, of ODL Systems and coordination of standard in such Systems in the nation by the Distance Education Council (DEC), one of its authorization. The Council (DEC) extends technical and financial support to Open and Distance teaching Institutes (ODIs) for growth of technological infrastructure, institutional reform, professional development and training, student support services, computerization and networking for advance of caliber of teaching. The details about the financial aid to SOUs and other institutions of open and distance learning including CCIs, research grant on topics of contemporary relevance, travel grants to individuals to go to international conferences and funds for preparing seminar to institutions, number of SOUs, CCIs and enrolment therein may be seen at official website of DEC at www.dec.ac.in.

    It has been my long time desire to do a Post Graduate Diploma in Library Automation and Networking on a distance learning basis. I made several applications for sometime back, but never had any response from you. As according to your procedure of application for foreign students, i even applied through a Partner (Malawi College of Distance Education) institution here in Malawi but you have never answered my application. Would you please advise me on what to do in order for me to be considered in this course, or what should the partner institution do in order for you to respond to my application?
